A man stalked through a Manhattan office tower firing a rifle Monday, killing four people, including a New York City police officer, and wounding a fifth before taking his own life.

Multiple lanes were closed on the I-695 and I-295 East interchange in D.C. early Tuesday morning after a car burst into flames, according to fire officials.
